The explosion happened at a home on Dove Street near Skylark Avenue.
When officers arrived, they found a 36-year-old man who had lost his hand in an explosion inside the home.
Officers say the man made a pipe bomb that exploded while he was holding it. They also found material to make explosive powder.
The suspect has not yet been identified, but officials say he was known by law enforcement for past illegal activity.
He was taken to the hospital and is now expected to recover.
