The crash happened just after midnight on Road 28 and A Street.
CHP officers say two teens in a Chevy Malibu were both under the influence of marijuana when the driver fell asleep -- then woke up and swerved to avoid a cat. That's when they hit a ground water pipe, causing some flooding in the jail parking lot.
The driver is being charged with felony DUI. Both teens suffered minor injuries.
