The California Highway Patrol says it happened on Road 35 near Avenue 14 after 9 p.m. Sunday.
Officers say 19-year-old Manuel Ramirez Garcia was speeding when he lost control of his Nissan.
"A vehicle is a moving weapon that has to be driven responsibly," said CHP Officer Sergio Moreno.
The car ended up in the shoulder and hit a power pole before flipping over.
The 20-year-old passenger died at the scene.
Officers say Garcia was under the influence and was arrested for DUI.
He was rushed to Community Regional Medical Center and will be booked at the Madera County Jail once he is released.
Officers say the passenger was wearing a seatbelt. He has not been identified.
Officer Moreno is reminding drivers of all ages to put the keys down if they've been drinking.
"We do encourage parents to talk to their children, young adults about the consequences of drinking and driving. Unfortunately, in this particular case, one life was lost and two families potentially lost their kids," said Ofc. Moreno.
