Relatives, Sam Vhuwal and Vishal Singh, live and work in the area.
They say speeding happens too often at the Demaree St. and Houston Ave. intersection in Visalia.
"A lot of people drive too fast," says Vishal. Sam continues, "Speeding. That is the main thing, speeding. That road is like a 35, but people drive like at 65. That is the main thing."
Just before 8 on Wednesday night, Visalia Police Officers were called to Demaree Street and Houston Avenue.
They found four vehicles involved in the crash, one of them was engulfed in flames.
Investigators believe the person who died might have been speeding and failed to stop at the red light.
The Visalia Police Department had also just received a call about a reckless driver in that same vehicle.
The incident has left locals and community activists, like Efrain Becerra with growing concerns, "Especially, now that we have these apartments there are gonna be children living here and children going to these schools, and that is a huge concern in this corner."
On Wednesday, the Visalia City Council held a meeting regarding the "Houston Community Connectivity Project" to improve pedestrian safety and reduce vehicle speeds on Houston Ave.
The recommended design includes the removal of all on-street parking along the north side of W. Houston Ave., from N. Mooney Blvd to N. Willis St., and replacing that space with a bike lane.
Residents also say they hope to see more patrols in the area.
"There has to be a solution, I think a consistent speed is what we need on this street here," explains Efrain.
The Visalia Police Department says there have been four fatal crashes in the city so far this year.
This is the first one involving multiple vehicles, all others have been vehicles colliding with pedestrians.
