Police say the shooting happened just before 7 am at Hume and Echo.
Authorities say surveillance video shows the man being approached by three people before the shooting.
He was found with two gunshot wounds at 11th and Thompson.
He was taken to the hospital and is expected to survive.
Police say the three suspects ran off and jumped into the backyard of a home on Echo, with one of them even running inside.
They were all taken into custody.
Police believe the shooting was gang-related.
