Officers responded to a crash at Avenue 21 and Road 28 1/2.
When they arrived, they found two vehicles involved, a Jeep driven by a woman and a white Ford Escape.
Investigators said the Jeep was traveling westbound on Avenue 21 and approaching the intersection with Road 28 1/2. At the same time, the Ford Escape was traveling southbound on Road 28 1/2.
According to CHP, the southbound driver failed to stop at a stop sign at the intersection, and the vehicles collided.
The Ford Escape was sent crashing into a tree. The driver, described as a man approximately 20 years old, was ejected from the vehicle and died from his injuries.
The driver of the Jeep suffered moderate to major injuries and was taken to a hospital for treatment.
Officials said alcohol does not appear to be a factor in the crash, but the investigation remains ongoing.
CHP is asking anyone who may have witnessed the collision to contact the agency.
Authorities also reminded drivers to use caution on rural county roads, noting that not all intersections are controlled by four-way stops.
