"It's shocking anywhere around here," said Armando Soria
Soria lives just feet away from where police made the grim discovery.
"Robert Costanzo, who lived with his brother, was found deceased inside the home," said Liz Jones from the Visalia Police Department.
Investigators showed up at the home on East Laura Avenue around 10:45 Sunday morning to perform a welfare check on 71-year-old Robert Costanzo, who was found dead inside a bedroom.
The department is now ordering its violent crimes unit to dig deeper.
"The violent crimes unit responded due to the suspicious circumstances, due to relatives that were trying to get a hold of Costanzo, and hadn't heard from him for quite some time," Jones said.
Costanzo lived with his brother, Kristopher Costanzo, who police say was arrested on the scene.
Kristopher had outstanding warrants for fraudulent use of a debit or credit card, and was also booked for failure to report a death.
The death is still a shock to neighbors.
Soria says any police presence is unusual in the neighborhood, describing it as quiet with friendly neighbors.
But he says Sunday's scene was unlike anything he's seen before.
"No word, really. There was just a lot of police presence yesterday, pretty much both sides of the street and they were all kind of right here congregated," Soria said.
Several other neighbors we spoke to described Costanzo as reclusive and only recalled seeing him working on cars in his front yard.
Those cars are now plastered with code enforcement documents, ordering their removal from the property.
On the home itself sit signs labeling it "unsafe for occupancy."
It's important to note that Kristopher Costanzo has not been labeled as a suspect in his brother's death.
Visalia Police are expecting autopsy results later this week as they move forward in their investigation.
