It happened on Highway 190, east of Success Valley Drive around 7:30 Monday morning.
Officers say 20-year-old Carter Lee was driving a GMC when, for unknown reasons, he crossed into oncoming traffic and crashed head-on into a Honda Pilot.
The 90-year-old driver of the Honda was identified as Jack Terrell, and was pronounced dead at the scene. His wife Lucinda was hospitalized.
The couple served in the Tulare County Sheriff's volunteer patrol.
Lee sustained minor injuries in the crash.
The cause of the collision remains under investigation.
