The wreck happened just after 4 o'clock this afternoon near Elm and American Avenues.
The California Highway Patrol says a silver sedan on Elm drifted into oncoming traffic for an unknown reason, hitting another car.
The driver of the second car was taken to the hospital where he died.
A third vehicle swerved to avoid the collision but crashed into a ditch. That driver had minor injuries.
Officers arrested the driver of the silver sedan - who will be booked into jail after receiving medical treatment.
