Police say the suspects are currently at-large.
Friday morning, candles and flowers were placed and chalked on the sidewalk where Mendoza was shot.
Neighbors say they are concerned about the violence surrounding them.
"It's been a little more active with shootings, and it's a little scary because of our kids and our family. Anything can happen, what if a bullet goes through our house?" said Daisy Ramirez, a mother of three who lives just feet from where the shooting happened.
Maria Hernandez has lived in her home for about 27 years and heard two gunshots.
She says the crime is heartbreaking and also terrifying.
"I feel upset that we could do nothing to help the victim. I didn't know him, but he was a person just like me and you," explained Hernandez.
Anyone with information about this shooting is asked to call the Visalia Police Department.
