According to the complaint, Lozano used religious imagery, including La Virgen de Guadalupe, in her marketing while allegedly charging clients thousands of dollars for immigration services. The lawsuit was filed by dozens of former clients represented by attorney Vicente Omar Barraza.
"She found this market, a vulnerable market, a fearful market, a desperate market, and created a system that reported with religious imagery to produce miracles, and now their miracles are turning into nightmares," Barraza said.
The complaint alleges Lozano filed fraudulent immigration documents and used unauthorized electronic signatures. Barraza said the firm concentrated on specific immigration cases because they generated higher fees.
"She focused on VAWA and T Visa cases because she could charge more and then most of the work appears to have been done in Columbia in Mexico," Barraza said.
The allegations come as Action News has learned Lozano maintained a multimillion-dollar real estate portfolio and traveled in a pink private jet valued at about $25 million.
Barraza said the alleged practices have had serious consequences for clients seeking legal status in the United States.
"All they really want to do is the right thing," Barraza said. "People not only have invested sometimes their life savings in finding a path towards legalization, but now their situation may be worse off."
Lozano's law firm is based in Seattle. Action News visited her Fresno office, where no one answered the door. Large "for lease" signs were displayed in the windows, though her name and logo remained visible inside.
"I'm certain there's probably thousands of victims in California and maybe a couple hundred if not more in the Fresno area," Barraza said.
Fresno immigration attorney Gregory Olson said several of Lozano's former clients have sought assistance from his office.
"They've all been trusting this attorney to take care of them and now they're finding out this attorney was lying or creating lies with their name signed at the bottom," Olson said.
Amid a pending investigation, Lozano has voluntarily surrendered her law license.
In a statement to Action News, her attorney said: "Alexandra denies the allegations that have been raised by a small number of the thousands of individuals she has represented. She will address those allegations fully in court."
Legal experts say the case could have far-reaching consequences given the size of Lozano's client base.
"I'm not sure that the market of immigration attorneys can absorb 35,000 cases filed by this firm. I think a lot of people are going to find themselves without representation and facing deportation," Barraza said.
