NFL executive Troy Vincent accepts responsibility for field conditions at Hall of Fame Game

In a memo sent to all 32 teams, which was obtained by ESPN, NFL executive Troy Vincent accepted ultimate responsibility for Sunday's cancellation of the Hall of Fame Game.
