The San Jose City Council unanimously approved a gun control proposal to require all gun owners to carry liability insurance and pay an annual fee to go toward emergency and police services. Officials say San Jose is the first city in California to implement such laws.
The Gun Violence Archive defines a mass shooting as four or more individuals shot or killed in a single event, not including the shooter. This is the 18th time that's happened in California and the 232nd time in the U.S. just this year.
