Fresno Arts Coalition calls for transparency in Measure P grant process

FRESNO, Calif. (KFSN) -- The city of Fresno is known for having a diverse art scene with galleries, street art and much more.

Two years ago, Measure P passed, enacting a 3/8 percent sales tax for 30 years to fund city parks, recreation, streets, and arts.

Annually, 12% of that money is for expanded access to arts and culture, a financial boost many are excited about, but the process to get the funds has mixed reactions.

Thursday morning, the Coalition for Fresno Arts (FAC) held a press conference addressing their concerns about the grant selection process.

"The grant review process has lacked consistency and neutrality," Ome Lopez with the Coalition for Fresno Arts said. "The arts sub-committee continues to act with power over millions."

Several panelists who took part in the multi-layered process shared their personal experiences.

"When providing feedback, FAC's Lilia Chavez consistently offered anecdotal feedback regarding applicants she was familiar with. This felt biased and inequitable," Former PRAC commissioner & panelist Christina Soto said.

The coalition is asking for transparency and equity in the selection process.

The Fresno Arts Council has a five-year contract to administer the process. Executive Director Lilia Chavez says despite that responsibility, they don't have the final say.

After volunteers review and score applications, the sub-committee of the Parks, Recreation and Arts Committee also reviews them and makes the final decision on who gets funding.

"There is equity in the system, and it's unfortunate that people who didn't take the time to really understand the process," Chavez said.

Chavez is willing to have a conversation about the flagged concerns.

We reached out to the city of Fresno on the matter and received the following statement from Mayor Jerry Dyer:

"Although the city does not have legal authority to intervene, the administration welcomes the opportunity to work together and find solutions."

There is a Measure P meeting on Monday at 5:30 p.m. at City Hall, where several people plan to speak on their concerns.
