VISALIA, Calif. (KFSN) -- In the South Valley, four people are accused of possessing and cultivating pot as well as stealing power.

The suspects were arrested while Visalia Police served search warrants at two different homes Thursday.

These three men and a woman were all arrested, accused of possessing and cultivating marijuana and stealing power for their operations.

Visalia Police served search warrants at two Visalia homes, one on the east side and the other on the west side, where we found code enforcement on site Friday morning.

They explained the situation to the company that manages the property.

"But we're just happy that the house is safe, nobody got injured," property manager Colin Lightfoot said.

Lightfoot says this is one of the newer houses for his company, Mid-Cal Property Management.

He says the woman who was on the lease was not living at the house, but he believes at least two others were setting up an elaborate operation that also involved the production of concentrated cannabis.

In addition, Lightfoot says they found stacks of files that looked like transportation contracts.

"And we're not sure where this stuff was going but it's something that's been going on for quite some time," Lightfoot said.

Police say all the suspects stole utilities.

Lightfoot thinks the people staying in this house somehow bypassed the electrical panel and used their own wiring, that means he'll have to get a permit to replace the panel.

Not to mention, there's quite a mess and even though she wasn't arrested, he says the woman who was on the lease will be on the hook for costs associated with the cleanup.

"You never know what neighborhood this is really happening in and our neighbor right here, we spoke with these people, and they had no idea that anything like this was going on," Lightfoot said.
