California voters narrowly rejected Prop 53

FRESNO, California (KFSN) -- The ballot initiative would have required California to get voter approval on any state projects needing the sale of $2 billion dollars or more in revenue bonds.

High speed rail and the tunnels are among the few projects big enough to qualify.

Governor brown campaigned against the measure claiming it would limit local control of projects.
