Suspect arrested after man found dead in Clovis parking lot, police say

CLOVIS, Calif. (KFSN) -- In a tragic turn of events, a fight between two men turned deadly on Thursday just before 3:30 a.m.

The body of 64-year-old Robert Ramage was found dead by an officer in this Clovis parking lot on Ashlan and Villa.

He was found after suffering apparent trauma to his head.

53-year-old Charles Gulley was identified as the suspect and located about eight hours after Ramage was found.

"Using video footage from our city camera network and surrounding businesses, other technology that our detectives had access to as well as statements made during interviews," Clovis Police spokesperson Ty Wood said.

Gulley was booked into the Fresno County Jail for manslaughter and violation of post release community supervision.

Wood says it's unclear what the relationship is between the two men.

"Detectives are still looking into what exactly the conversation or topic was between the victim and suspect. Why they were both in the parking lot," he said.

Wood confirmed Ramage and Gulley are unhoused, and both of their cars have been impounded amid the investigation.

Ramage was found near his truck.

"There was a good amount of personal property in the victim's vehicle. We are going through that to see if we can locate any additional evidence," Wood said.

According to documents obtained by Action News, both men have an extensive criminal history.

Wood says, unfortunately, this is not the first time the department has responded to a deadly altercation among the unhoused community, and says a similar situation happened over a year ago.

"We did have an incident between two unhoused individuals by Centennial Park, which was a physical altercation and someone unfortunately passed away as well and that was over a disagreement," he said.

The autopsy report is expected to be completed on Friday.
