Governor Schwarzenegger continues to make stops around the state, delivering updates on the State budget crisis. He was in San Francisco Friday, saying that legislators still haven't presented a workable budget plan.

In an editorial in the Los Angeles Times, the Governor said he would not sign a bill that raises taxes or fails to address the entire deficit.

Meanwhile the State Controller's Office is issuing I.O.U.'s for social services, student grants, and more.

Several Central Valley Banks said they will accept I.O.U.'s.
