FRESNO, Calif. A proposal to build a canal to funnel water around the Delta for use by Southern California is gaining momentum and it has one lawmaker worried.

Advocates say a canal is the only way to ensure a stable water supply for most of the state's residents and farmland. But delta farmers and fishermen say pulling so much fresh water out of the west coast's largest estuary would destroy habitat and make the remaining water too salty for agriculture.

A bill by democratic Assemblywoman Alyson Huber of Lodi would prohibit the construction of a canal, or any other project that would send delta water south to cities and farms unless state lawmakers authorize it. It also would ban any canal that would affect water used by residents of the Sacramento-San Joaquin Delta.
