People seeking jobless benefits are swamping state unemployment offices.

Some people say it is taking days, even weeks, to get through by telephone.

California's employment development department received an average of 2 million calls a day during the holidays.

The department recommends people apply for benefits online.

California's unemployment rate is at 12.4 percent, the third highest in the nation.
