You can see the 2-year-old girl easily handling the joint as her mother is heard in the background coaching the child.
Police say it happened in August and a person who saw it gave a copy of the cell phone video to the state family services agency.
The child's 21-year-old mother remains in jail on numerous charges, including child endangerment.
If she is convicted, she could get up to 11 years in prison.
