Clovis Police said the driver reached speeds of 70 miles per hour, but slowed down when he got to the winding roads through Prather and Auberry.
The C.H.P. eventually used a spike strip to stop the man. He surrendered.
Officers arrested the passenger in the car as well. They're both believed to be on parole.
