Visalia police say 27-year-old Robert Ice and Thurman Ligons stole items from at least 15 homes in Visalia over a five month period.
Officers say they followed the suspects from Fresno to Visalia where they were seen checking out homes as potential targets.
After they were arrested, a search of one suspect's home found numerous items believed to be stolen along with burglary tools like gloves and flashlights.
