The city council voted to have a "study session" with a consultant next month, so they can decide what kind of sales tax increase the community should consider.
Councilmembers then plan to hold a vote in December to decide if they will place the measure on the ballot.
If approved by voters in the next election, the tax would help pay for new police and fire stations plus hire more firefighters.
