Lawyers and tenants say mold and substandard conditions are the norm. The rental company's attorney, Warren Paboojian says the company is a family business that employs dozens of people to do repairs on the affordable rental homes. But on the other side, attorneys say JD Home Rentals is taking advantage of poor people and minorities.
"While it may be affordable, it's not safe and it's not habitable and yes, they tend to prey on vulnerable communities," said Patsy Van Dyke with Bet Tzedek Legal Services.
An Action News investigation back in 2005 revealed the hundreds of complaints leveled against David Hovannisian, who is one of the owners of JD Home Rentals, along with his brother.
