The C.H.P. said the driver took the Highway 99 onramp too fast and lost control. He sideswiped another big rig on 99, before overturning.
The drivers of both big rigs were not injured. A couple of cows died in the crash.
A cattle truck was brought in to haul away the surviving cattle, and the big rig was towed away.
Clean-up crews cleared the road of debris and Highway 99 re-opened at 12:30 a.m. Tuesday morning.
