The CHP says Juan Gonzalez, of Orosi was headed to work in Reedley early Saturday morning when he was hit and killed while crossing Adams Avenue near Crawford Avenue.
Officers say the driver 24-year-old Santiago Adame of Orange Cove initially fled the scene in another car.
He later returned to the scene of the crime and turned himself in.
Adame has been charged with felony hit-and-run.
