City News Service says the council discussed the amendment in a private session on Wednesday and agreed to postpone a vote until Friday.
The council approved a medical marijuana ordinance in the spring that allowed 180 dispensaries that had registered with the city before a 2007 moratorium to stay open.
But 140 of them were disqualified because the ordinance did not allow for management changes in the past three years.
The new amendment introduced by Councilman Paul Koretz says dispensaries could remain open if they have "substantially" the same ownership or management.
