The investigation involved allegations of insurance fraud, but Barbis was never charged. He and his family also claim - the city interfered and effectively killed Barbis' business ventures.
The federal lawsuit is set to be heard in October.
The Fresno City Attorney issued a response saying, "We are examining the allegations contained in the lawsuit and are confident that the city actions were appropriate."
