Authorities say their raft went under in turbulent water on the Kern River near Johnsondale.
The men were not wearing life vests, and family members say Neacato did not know how to swim.
Divers went into the water Tuesday but were not able to find them.
The Tulare County Sheriff's office will continue to search until they're found.
