The man was pulled over yesterday afternoon on the Katy Freeway near Gessner. A deputy constable quickly noticed the suspicious looking passenger and pulled the man over. After he was ticketed, authorities confiscated the dummy.
"We've had it happen before. It doesn't happen too often but when it does happen, eventually you are going to get caught," said Sgt. Ray Neal with the Harris County Toll Road Authority.
The man will now face a judge for using the HOV lanes with only one live person in the car.
