The river was closed since Monday when as much as 63,000 gallons of raw sewage seeped out of the Reedley wastewater treatment plant.
The Tulare County Public Health Laboratory tested samples on Thursday and determined that the release of the sewage was under the danger level set by the environmental protection agency.
A software malfunction at the sewer treatment plant caused the spill.
