On Thursday, the Pacific Fishery Management Council voted to allow both commercial and recreational boats to head out to sea. But it says it will limit the number of fishing days, and carefully monitor the number of fish caught.
Commercial fishermen say it beats not fishing at all, but not by much.
"To go fishing and make somewhere around five thousand dollars is not worth the risk of causing problems in the river system or not having enough fish return to the river system so we can get beyond this problem," fisherman Jimmy Anderson said.
In the Bay Area, the recreational salmon season is already underway and the commercial season is set to start July 1.
