The storm caused a major backup on Southbound HWY 99 between Herndon and Shaw Wednesday morning. The backup started because of flooding in a construction area that closed the fast lane for much of Wednesday morning. That lane closure caused traffic to backup for miles during the morning commute.
The rain and wind also caused major power outages throughout the Central Valley.
PG&E says there were 20,000 people without power Wednesday morning, with the city of Sanger hit the hardest. About 8,000 people were without power there.
Nearly two-thousand homes in the Madera Ranchos near Children's Hospital were without power as well.
PG&E said crews were working on at least a dozen outages on Wednesday morning.
PG&E is asking for everyone to prepare for possible power outages.
Officials say to make sure you have battery-operated flashlights and radios with fresh batteries ready to go.
If your power goes out, unplug or turn off all electric appliances to avoid overloading circuits and causing a fire hazard.
