Mancilla was arrested for the shooting death of 29 year old Victor Reyna Cedano.
Police say Mancilla and the victim knew each other and became involved in an argument at the location. During the course of the argument, police say Mancilla shot the victim once in the upper torso and fled the scene in his green sports utility vehicle.
The victim was rushed to the hospital and later died.
Witnesses tell Action News the two men got into an argument over a woman and one opened fire. Police say there were children in the victim's car but they were not hurt.
The Chuck E. Cheese's was closed for several hours while police conducted their investigation.
