Police say Hooks broke into an apartment near the corner of Central Street and Tulare Avenue in Visalia and raped two women.
Police say the women were randomly targeted. The crime happened almost two weeks ago, but Hooks was just arrested last night. Police tracked him down after dusting for fingerprints at the women's apartment.
Sgt. Ernie Villa said, "Those fingerprints were then sent to the lab and the suspects name popped up after the fingerprints identified him as being at the scene."
Investigators say they haven't had a pair of random rapes in Visalia in about four years.
