The plaintiff ... Identified only as "Joseph Doe" claims he was sexually molested by a priest at his church in Bakersfield in the early nineties.
The complaint says Bishop Steinbock promised to remove the priest from the priesthood and make sure he was never around children again.
But the plaintiff says he discovered the priest is still a priest ... now ministering in the Philippines.
The Roman Catholic Diocese of Fresno had no comment on the civil suit.
