26-year-old /*Vincent Steen*/ was shot and killed back in January. Investigators say the confrontation started with Steen resisting police after being pulled over on his bicycle. It ended in the kitchen of his family home with two officers shooting and killing him.

The Tulare County District Attorney's Office recently cleared the officers of any crime. But Steen's mother says the officers should be held accountable.

Cathy Connor said, "Before my son Vincent was killed by the police department in our home ... I didn't realize that this kind of thing could happen to honest, law abiding citizens."

The family's filing of a wrongful death claim could eventually lead to a lawsuit.

Calls for a response from the attorney representing the Porterville Police Department were not returned.
