A judge suspended court proceedings and found /*Diana Ochoa*/ mentally incompetent based on doctors' reports.
Police found her and the little girl both naked on February 15th -- in the area of Fresno Street and Sierra Avenue.
Police say Ochoa abandoned the bleeding little girl in front of an apartment complex and ran naked through traffic.
Ochoa has been charged with child abuse and corporal injury to a child.
