The department's Skywatch Helicopter helped officers on the ground track down the suspect. Police say the driver, Jildardo Gonzalez, 21, turned off the headlights and tried to speed away.
He eventually smashed through a fence and into a pole at Ventura and R Streets.
Officers say Gonzalez surrendered after realizing he was surrounded. He's now booked in jail on multiple charges.
