Investigators say Dennis Kowalkowski, 48, was taken into custody at his home Tuesday morning.
The investigation was initially started over a year ago by the Department of Home Land Security.
Local authorities say they were notified that about 200 files of child pornography was being downloaded to a computer with an IP address coming back to the Kowalkowski's home.
Detectives served a search warrant and found a computer and three external hard drives that contained child pornography.
