Officers say 37-year-old /*Richard Fiso*/ tried pulling the 30-year-old victim out of her car -- at Jacob and Goshen Sunday afternoon. But she was caught on the seat belt.
Detectives say Fiso then got into the driver's seat and started speeding away with the woman still hanging from the car. The suspect ran over her upper body before leaving the area, but was later arrested.
The victim is now at a local hospital, and her condition is unknown at this time.
