Officers say Meza pedaled his bike out onto Turlock Road and that's when Mendoza hit him with the vehicle. Meza was pronounced dead at the scene.
Shane Ferriera, Highway Patrol, says "If you do consume alcohol and get behind the wheel, you're taking a risk, at the same time it was a tough position because the boy entered the traffic lanes in front of the person who was driving the vehicle."
Investigators are waiting on blood test results to determine Mendoza's blood alcohol level. He was booked into Merced County jail on misdemeanor charges.
