Mangano Homes wants to tear down most of the empty, boarded up store fronts in Visalia's East Downtown and replace it with a project they call "The Promenade."
The Promenade will feature more than a dozen retail stores, office space on top and a cafe or deli on the corner.
The ten-million-dollar project could be constructed within the next few years.
