That could potentially cause an electric shock if touched while the charger is plugged in. So far there have been no reports of anyone actually getting hurt.
The chargers are made by Chinese manufacturer "BYD" ... and include models AC3E ... AC3U ... and AC4U. They were made between June and October of 2009. Nokia has offered to replace the chargers for free.
