Part of Laspina Street in Tulare was shut down as police learned a three-time attempted murder suspect who'd been on the run since 2004 was spotted on Birch Street across the street from Frank Kohn Elementary School.

Tulare Police quickly assembled their swat team to locate the suspect who after spotting police, ran into a nearby house.

Lt. Larry Brooksher said, "Based on the nature of the charges since we were going to have SWAT on the field ... for obvious safety reasons and concerns for the children we elected to lock the school down just based on proximity of the location."

Upon hearing of the lockdown, some parents rushed to school ... waiting more than two hours before their children were released just after 3:00 p.m. Most parents were happy the students were safe but scared about how their children were reacting to the situation.

The suspect is still on loose. His name is Jose Lua and he's described as 5-7 175 pounds. If you see him authorities ask that you not approach him and call police immediately.
