FRESNO, Calif.

The U.S.D.A. wants to test meat and poultry for harmful bacteria before it can be sold. The goal is to reduce the amount of unsafe food that reaches store shelves.

Meat and poultry products will be prevented from reaching shoppers and restaurants until inspectors have the opportunity to thoroughly evaluate test results.

The government says some of the most serious meat recalls between 2007 and 2009 could have been prevented if testing had been in place.
