The teacher, Fern White-Parker, was on her way to Costano Elementary School when she hit Sioreli Torres at the intersection of Bay Road and Gloria Way. The intersection is considered one of the most dangerous in the city. The city is considering tougher safety measures in response to calls from parents and residents.
