Authorities say the bridge tender opened the bridge to almost a 30-degree angle ... with the woman's car still stuck on one of the lifts. Experts say it was a case of human error and that the bridge operator did not see the woman.
Highway Commissioner John Kolodziej said, "She backed up relatively quickly and onto the lift section. She was in a safe area. Then she backed up off of the safe section and onto that left section and then realized where she was, and then stopped."
The operator is a 17-year employee of the department. It's not known if he faces disciplinary action.
