The investigation is taking place at a canal near Dakota and Cedar avenues. Officers say they have been there since about 12:30 a.m. Police say the remains were encased in a cement-like substance at the bottom of the dry canal.
Action News has not received official confirmation regarding the victim from the coroner's office yet. It does appear the remains were badly decomposed and may have been put in the canal a long time ago.
Police are questioning residents of an apartment complex next to the canal. No one has been taken into custody. This is being considered a homicide scene.
